Section 6 proposals due by Sept. 10
The July-August issue of UTU News requested that members submit items for consideration in formulating the Nov. 1, 2004, "Section 6 Notices" that will begin the next round of collective bargaining with railroads negotiating under the umbrella of the National Carriers' Conference Committee (NCCC).

The serving of the Section 6 notices, proposing changes in wages, benefits and rules, is the first step in reaching a new national agreement with railroads represented by the NCCC. "Section 6" draws its name from Section 6 of the Railway Labor Act, which governs collective bargaining in the railroad industry.

Items for consideration should be sent either to general chairpersons or to International President Paul Thompson. If sent to President Thompson, they should be sent in one of two ways:

Items for consideration should be received at the International headquarters no later than Friday, Sept. 10.

During August and September, the International will catalogue all member proposals. Proposals will be submitted to the Association of General Chairperson's, District No. 1, which will convene Sept. 28 to formulate the Section 6 notices.

As mandated by the Railway Labor Act and the current national agreement, these Section 6 notices will be served on most of the nation's rail carriers on or about Nov. 1, 2004, to become effective no earlier than Jan. 1, 2005.

Under the Railway Labor Act, the current national agreement between the UTU and NCCC will remain in effect until a new agreement is reached. As specified in the current national agreement, cost-of-living adjustments will be paid as specified therein during the process of reaching a new agreement.

"Through the UTU News and the UTU website, members will be kept apprised of the Section 6 notices and negotiations with the NCCC," Thompson said.
