Eligibility for NRC/UTU Health Plan
UTU members who selected Regence Life and Health (BCBS) to provide their medical benefits in 2000, will continue their eligibility for BCBS in 2001. This applies even though the UTU member may be working as an engineer and covered by a BLE agreement, despite the fact that BLE has not negotiated BCBS coverage for their members.
When the re-enrollment forms were sent to all participating employees, some UTU members were informed that they were no longer eligible for the UTU Plan. However, those employees are now again eligible for the UTU Plan option (BCBS) and will be receiving the following letter very shortly notifying them of their options.

Dear Railroad Employee and Dependent: You are currently covered under the National Railway Carriers and United Transportation Union Health and Welfare Plan (NRC/UTU Plan) and have selected Regence Life and Health to administer your benefits. At the time that employees were identified for coverage in 2001 under either the NRC/UTU Plan or the Railroad Employees National Health and Welfare Plan (H&W Plan), the information provided by your employer indicated you should be covered under the H&W Plan. The enrollment kit you recently received to select benefits for 2001 was for coverage under the H&W Plan. The purpose of this letter is to let you know that you have the option to keep your coverage with Regence Life and Health in 2001 under the NRC/UTU Plan. If you wish to remain with Regence Life and Health in 2001 complete and sign the statement on the back of this letter and return it as soon as possible in the envelope provided. You must return this statement no later than December 1, 2000 for your choice to be valid. If you need to add or change dependents or make other changes to the information on your enrollment form, send the enrollment form with the statement. If you have already returned your enrollment form, simply mail the statement using the enclosed envelope to indicate your choice of Regence. If you don't wish to remain with Regence Life and Health in 2001, your choice on the enrollment form in the enrollment package recently sent to you will be honored and you will be covered under the H & W Plan in 2001. In this case you need take no action at all in response to this letter. If you have any questions, please call Regence Life and Health at 1-888-977-2583.

Robert F. Allen, Chairman |
Fraternally,
